It became the capital of Assam in 1874, under the Chief Commissioner, taking away its management from the Lieutenant Governor of Bengal. This momentous decision was made through Proclamation No.379 on February 6th, 1874, and was officially announced through Notification No.380 by the Governor-General in Council. In the same year, the Scheduled Districts Act, 1874 was enacted, declaring the entire Assam region under the Chief Commissioner as Scheduled Districts.

On September 11th, 1968, the Indian government introduced a scheme to establish an autonomous state within the state of Assam. This new state was to consist of specific areas mentioned in Part A of the table attached to paragraph 20 of the Sixth Schedule to the Constitution. To make this vision a reality, the Constitution (22nd Amendment) Act, 1969 was passed, granting the Parliament the authority to create an autonomous state within Assam. In accordance with this act, the Assam Reorganization (Meghalaya) Act, 1969 (Act 55 of 1969) was enacted to establish the autonomous State of Meghalaya, with special provisions regarding the application of laws in Meghalaya.
